The Contractor must establish, operate and maintain a Security Operation Center in order to provide an active cyber defence capability, in close to real time (normally less than a day), of the core and deployed Land C4ISR systems.

The Fairness Monitor hereby provides the following unqualified assurance statement concerning the competitive selection process for the Land C4ISR Cyber Security Engineering Support Contract up to the Request for Proposal Evaluation phase. This report includes our attestation of assurance, a summary of the scope and objectives of our assignment, the methodologies applied and relevant observations from the activities undertaken. We hereby submit the final report, covering the activities of the FM, commencing with the issuance of the Letter of Interest (LOI) through to the close of the Request for Proposal (RFP) Evaluation phase of the competitive selection process.
